Yes I'd say so. If you jump in on this one you'll probably struggle to understand a lot of the references to his 'split personalities' and past events that play a big role in Ultimatum.
The books are very long though, it's quite a commitment. You might prefer to listen to the audio book read by Scott Brick. I had no intention of reading them again so I listened to it at work. Very high quality recording and Brick has an excellent reading voice. Would definitely recommend :)
