The "Silver" part is telling us about the elite Silvers in the land.
The "no black-and-white" means that everybody is hiding something, but there may be some truths about it. Like, there is no absolutely-right and no completely-wrong, but somewhere in between. This is a good quote because secrets/betrayal is a big part of the book.
