No, he's not a pedophile. Being convinced that he's done, or may do, something terrible is a normal symptom of severe OCD. His character is very believable.

He appears to suffer from a delusion which is sort of the opposite of psychopathy - Colin takes responsibility for EVERYTHING, and then tries to rationalize, against all reason, how he COULD have done it. The pedophilia *appears* to be a part of this - or - he could be a pedophile...
