Liam Murray My guess is Aldous Huxley's influence. (Huxley was one of Orwell's French teachers at Eton, and they were later good friends as authors.) Sex plays a huge role in Huxley's "Brave New World" so it could be that Orwell was taking inspiration from Huxley's work. In both stories, the government uses sex to subdue the general populace (the World State through orgies and hookups, the Party through Prolefeed).
