L.A. Adolf Could that "M" be a "W" by any chance? Some old handwriting can make deciphering the two letters tough. If we take the M as W, then it is likely your book was inscribed to H. W. Bell, one of the old school Sherlockians. Bell inspired many of his fellows in what is called by Sherlockians, "Higher Criticism" so the sentiment would fit. H.W. Bell edited Baker Street Studies one of the old hard to find gems of Sherlockiana that Otto Penzler later reprinted in the 1980 in his Sherlock Holmes Library of reprints.
