Is is sort of neither, but sort of both. It has words on the pages, sometimes a lot, sometimes little, and the writing is sometimes small, sometimes big. The illustrations are sometimes small and sometimes big. Other times, the pages are equally shared. It is more of a chapter book, though, with pictures and speech bubbles. It depends how you look at it.
