Short answer is yes. This duology builds a bit off of all the Tortall series (The Song of the Lioness, The Immortals, and Protector of the Small). However maybe not in a grand/epic way. You will get little snips of how the other series end, specially since Aly is Alanna's daughter.
That being said. I did not read any of the series in the right order (mainly because at the time I didn't know there was one) and still found great enjoyment in them.
