"Babel-17" was written first, "Empire Star" right after. So I would read them in that order.

I don't think it makes a huge difference if you read them in any particular order, as the events are separate. But Babel-17 mentions Empire Star as a work that exists already at the time Babel-17 is taking place, so I guess Empire Star would make more sense to read first.
