Amanda Murray I took it as a bit of an analogy for the real world. The powerful vampires aren't really contained, because powerful people never have to follow the rules.
Abigail Anderson Black never answered that. I believe she just said "they found a way out"
Natasha Tonge I think it's because the rich old world vampires are able to move around a bit more freely. Society is more concerned with newly turned vampires who might infect other people recklessly. There is a brief reference to a line of thinking like this in the book.
