She lied, I think, because she was either mad at Anna for being close to Elise, or she thought Anna killed Elise and wanted her locked up.
She did lie, because Anna said to the reader it wasn't true, Anna never lied to the reader. She said "he dosent believe me' "why don't they believe me" but never said 'I didn't kill Elise."
