No. It's something called the "Shadow Fold". In it there is monsters called the volcra, who attack anyone who dares to pass, their only weakness? Light. Anyway, the Fold was created by a past Darkling, or Grisha, called the Black Heretic. He was overcome in greed and want over ruling. The Fold is not plaguing the nation, but it is very dangerous.
