He did not charge her for the sake of her two daughters (which he calls his step-daughters). They would have been left without parents.

She should have been but it was part of the agreement - I think Jamie did not charge her out of guilt for what he'd put her through.

Because somewhere along the line it appears that zombies ate Jamie's brain to make him do inhumanly stupid things, that make no sense whatsoever except to create ridiculous problems to drag this poorly developed miscarriage of a novel on and on and on to make sure the readers lose focus.
