Brandon said on his website that he will be spending the majority of 2015 working on Stormlight Archive 3 so i imagine January - April 2016

Although he hasn't given a specific date yet, one of the exciting things about the author is that he keeps a chart right at the top of his website (http://brandonsanderson.com/) that shows exactly what he's currently working on and how far into it he is. As of today (10.31.XIV) it says he is 25% done with the "Stormlight 3 Prewriting."
