I think it was a made-up place but it really reminded me of Germany, so perhaps that is what it was based on. I hope that helps!

Westfalin, the homeland of the main characters, is a German-based state in Ionia. Many of the fictional places in the book seem to be based off of places in the real world; the most obvious examples, I think, being Breton and Russaka.
