Chanakya's motive to avenge his father's death is one thing. Chankya picked Chandragupta Maurya(a child) to be the emperor of Magadh is another thing based on his abilities as a young child. Similarly Gangasagar picked Chandini to be PM was based on her childhood abilities (the way she used to answer his classroom questions). Gangasagar had nothing to avenge for, he was just after power; intellectual powers and political powers. And Chanakya was after revenge and shape a better future for India.

If you remember in one of the earliest chapters when Gangasagar open's school in slum to promote Ikram, he asks a question to the kids and he gets inspired by chandini's answer. I believe that's why he choose her to mentor, knowing that she would make him the ultimate kingmaker if played wisely.
