No, Percy doesn't discover he can create earthquakes in the final book, the key to defeating Gaia is in the storm/fire prophecy. I don't think Gaia would be all that impressed by a earthquake when she's the world itself. Poseidon's earthquake domain came from shaking islands/sea side areas.
