Did I miss something? Is Armstrong a "little person"? The vague references to her tiny stature and former circus life left me confused.

Roberta Armstrong is 5 feet tall. Wilfred Carney, who was definitely a little person in the book, was clearly labeled "dwarf" so Lady Hardcastle keeps calling Armstrong "tiny" because Lady Hardcastle is so much taller. There are references to men in the books being the normal height but being a couple inches shorter than Emily Hardcastle.
You must have read the second edition of the book where there was a vague reference to the circus. In the first edition of A Quiet Life in the Country, Armstrong's father was a Welsh miner. She had a traditional family but poor family and she left home at age 14 to work as a skullery maid for a well-to-do mine owner's family. She left them to move to London and a job as a parlor maid for Sir Clive and Lady Tetherington, where she met and was hired by Lady Hardcastle as a lady's maid.
