The main character is definitely Linda Danvers, who is reintroduced to the DC Universe in this series. Supergirl proper is arguably almost as central, but not as much as one could expect.
This version of Supergirl is very unlike the pre-Crisis character (who was actually Superman's cousing Supergirl). We will eventually meet the pre-Crisis Supergirl in this series, but that is years ahead from this opening arc.
Much of these early issues involve finding out who exactly Linda Danvers is and how she relates to the titular Supergirl, something that neither Linda nor Supergirl quite recalls at first. This Supergirl is a new version, created by John Byrne just a few years previously. At that point it there was a mandate that Superman was to be the sole survivor of Krypton, and therefore this Supergirl is not a Kryptonian at all, but rather an artificial lifeform whose powers are actually fairly different from Superman's. They change a bit more in this series - several times, as a matter of fact.
There are a handful of very significant supporting characters, and they are decisive to much of the plot. A few come from Supergirl's previous history, but most are unique to Linda or at least to this series.
