Goodreads asked G.M. Lupo:

Where did you get the idea for your most recent book?

G.M. Lupo I came up with the idea more than twenty years ago, dealing with the characters of the Foxes, who are the subjects of the followup, Crazy Like the Foxes. The idea started with the opening scene from that novel, of Renee Fox walking into a museum and looking at a painting of her from hundreds of years ago. Victoria, the main protagonist of Sisters, initially started out as a minor character, but the more I wrote about her, the more important she became to the story.
