Fire takes place before Graceling, which takes place before Bitterblue. The exact connection between Leck's falling and his appearance in Monsea is not exactly explained, but Leck as a character is discussed in greater depth and all three books are connected quite nicely. I don't know if this is the end of the series, but it seems unlikely to me. There are plenty of opportunities for more stories to be told.
