It is Sarah's stutter.

I think they're mostly used to illustrate Sarah's stammer, and her inability to get the words off of her tongue. I don't remember the ellipses being used much other than when Sarah was speaking, so I think it's simply to show it sometimes took her a long time to finally get the words out.
