While Jerome K. Jerome certainly went on a boating excursion or two in his day, no, the hilarious incidents described in this book came almost entirely from Mr. Jerome's imagination.

This book was actually published as a travelogue, not fiction. So yes, it should be true. As to the anecdotes, who knows. Might or might not be. The truth could have been exaggerated for comic effect. That is the only way to tell a good joke.
This book was followed by 'Three Men on the Bummel', where the same three, middle aged by that time, went around Europe on bicycles. Even though not as hilarious, it still is funny with astute observations.
