Roni You have to remember that the "Sisterhood" series is all about vigilantly justice, so in a lot of peoples eyes what they do would be considered illegal. But they are all about stepping in and making justice happen, when certain people are often "untouchable" by the legal systems justice. That is the mind set you have to have when you first start reading this series and this is book #22.
