Thus in practice all major bombing raids were more or less indiscriminate; it simply was not possible to be precise. Almost from the very outset, therefore, strategic bombing served two purposes that it was impracticable in reality to disentangle: to destroy enemy military and industrial resources on the one hand, and to weaken enemy civilian morale on the other.
