Several slaveholders carried their property to Utah, where Governor Brigham Young and his legislature obliged them by legalizing the institution in 1852 (the same year that the Saints openly endorsed polygamy). New Mexico also enacted a slave code in 1859. But neither territory was likely to strengthen the South in Congress.
