the actual Union manpower superiority was about 2.5 to 1. From 1862 onward the Union army enjoyed approximately this superiority in numbers. But because of its earlier start in creating an army, the Confederacy in June 1861 came closer to matching the Union in mobilized manpower than at any other time in the war.
