Mallory authorized the rebuilding of the half-destroyed U.S.S. Merrimack as the Confederacy’s first ironclad, rechristened the C.S.S. Virginia. Although work proceeded slowly because of shortages, the South invested much hope in this secret weapon (which was no secret to the Federals, whose intelligence agents penetrated loose southern security).
