American Samoans, despite having been “American” since 1900, are still legally only “U.S. nationals.” They are allowed to fight in the armed forces, which they do in extraordinary numbers—theirs is ranked top of all 885 U.S. Army recruiting stations. But they are not citizens, as the Fourteenth Amendment does not apply to them.
