While the Middle East represented the past—its religious wars, American-backed autocrats, Iranian revolutionaries, terrorist threats—Asia seemed to represent the future. It helped that the people and governments in Asia wanted to deepen relations with the United States, in part because of their concerns about the largest emerging power in their neighborhood: China. Our November trip would be pivotal, shaping our Asia policy for the rest of the administration.
