In another speech before Parliament in 1791, he declared that “a constitution founded on what was called the rights of man” opened “Pandora’s box” throughout the world, including Haiti: “Blacks rose against whites, whites against blacks, and each against one another in murderous hostility; subordination was destroyed.”30 Nothing to the Jacobins, he declared at the end of his life, was worthy “of the name of the publick virtue, unless it indicates violence on the private.”
