At first, and inevitably, the exclusion of the working class provoked a contrary rejection, by the working class, of all forms of political action. Owen had long prepared the ground for this, with his indifference to political Radicalism. But in the post-1832 swing to general unionism, this anti-political bias was not quietist but embattled, militant, and even revolutionary.
