Them "USS" part of the name is inappropriate, as this vessel does not belong to the United States Navy. I'm surprised he doesn't name the ship "Brooks" after the Captain he admired. That is the typical model for naming vessels in the U.S. Navy.

Building units, scrapping them, and then rebuilding them to change the deployment is wasteful. He should find a way to just shutdown, or sleep, units which he isn't using. That would give quicker redeployment and greater flexibility to respond to different situations.
