There is no moral case here at all. If someone agrees to do certain work a certain way for you in exchange for your money, you have every right to every kind of oversight available to verify that you are getting that certain work done that certain way.
You arguably even have a moral responsibility to do so, for it is immoral for you to waste money—there is Biblical instruction about good stewardship, and theft is immoral, so facilitating it when you could prevent it must also be immoral.
If you have shareholders or others dependent on the profitability of your business, it is your moral responsibility to do everything possible to foster that profit.
The fact is, success very, very rarely occurs on the honor system.
Employees often cover for each other.
