The level of the Earth is considered a fifth level. There are several levels below that. There are the elementals, who are some of your lowest, on the first level. That basic plane is composed of pure emotions and energies. They are but a basic energy, and you progress upward from there. They are life forms which have no individual personalities but are merely collective life forms waiting for their time, as humans waited for theirs. Elementals have a future where they will become personalized. However, they are in their waiting period at this time.
