What I would conclude from this observation, among other things, is that there needs to be some overarching agent of formation (usually this would be a superior) distinct from those immediately responsible for the various stages, with a supervisory role that would ensure both continuity and consistency in pastoral care, and with a concern for its maintenance in some form when the official stages of formation have been completed.
