But the far larger problem arose from China’s accelerating theft of Western technology, a systematized, frequently government-commanded campaign to acquire intellectual property and know-how in any way that worked. Sometimes that meant entering a joint venture with a company, then stealing the inventions and manufacturing processes of its partners. One of the most famous campaigns began in 2010 when China’s largest airplane manufacturer collaborated with GE Aviation to produce a new jet engine for the Chinese market. Within a few years the Chinese manufacturer had penetrated the company’s suppliers, had stolen their designs, and was busy making component parts without them.
