If Americans were obliged to invest their foreign policy with the same degree of rectitude as they did their personal lives, how was security to be analyzed; indeed, in the extreme, did this mean that survival was subordinate to morality? Or did America’s devotion to free institutions confer an automatic aura of morality on even the most seemingly self-serving acts?
