No other president defined America’s world role so completely in terms of national interest, or identified the national interest so comprehensively with the balance of power. Roosevelt shared the view of his countrymen, that America was the best hope for the world. But unlike most of them, he did not believe that it could preserve the peace or fulfill its destiny simply by practicing civic virtues.
