I am glad that I'm not the only person who notices the lack of face some of these people have. Are they concerned that we will see the eyes and be like "OH NO! These people don't have the eyes I imagined them to have! I hate this book now! I shall spit on it!"?

Wow, that's really strange...
Maybe it's because it gives a sense of the setting/clothing/era/mood or whatever without messing up the way the reader imagines the character who appears on the cover.

Twilight itself I can see, as it has the arms. Midnight Sun, New Moon, Breaking Dawn, and Eclipse are not even close, though.

City of Fallen Angels doesn't look like it has any body parts at all on its cover, either.
