At least 50% of this book is Mieville doing some really cool worldbuilding and insisting that the reader hears about it. Is it in service of the plot? Not exactly... but you can't deny that the city of New Crobuzon is fantastically, astonishingly real. We get to see so much of the world here, and Mieville does a great job of fleshing the city out creatively.
