Utopia is an ideal community or society possessing a perfect socio-politico-legal system. The term has been used to describe both intentional communities that attempt to create an ideal society, and fictional societies portrayed in literature. It has spawned other concepts, most prominently dystopia. Many books that deal with "utopia" are actually putting out a plot or message of a "false utopia".

They first assume that no man will want more than his share, and then are very ingenious in explaining whether his share will be delivered by motor-car or balloon. ”

They are creatures of the night, the supernatural Citizens can only dream exist. And sometimes they get in. That's where the Corps comes in. Specially selected Citizens are trained in the art of killing with one goal in mind: keep Them out and the City safe. A certain commander has other ideas, though.
