Required reading! I just added this to be snotty. I first read it when I was twenty and reread it periodically. It has become more difficult to pay attention, as it is a rule book that is most often completely ignored by small boats. Still, I try.
Fairly clear, but laced with lawyer jargon. It's a flashlight, not an electric torch. Whatever I get it. I really like the international/inland page layout though.
