There were no characters in the book with dreadlocks because there was a particular Malificaria who attacked people who had them. It was simply in a list of hairstyles that were a bad idea in the school. Only an idiot would have been offended by inclusion of this reference but they took it out anyway because unfortunately, idiocy is all to common.
