It's about when tortoises didn't have houses on their backs. The sun and rain would beat down on them. Three wise tortoises got together and wanted to form a plan on which kind of house to have. They decided to find a clever tortoise to design a house for them.
They found a tortoise who could build blocks without having them fall down and they sent him on his way to study and learn from master builders all over the world.
The tortoise worked hard all year on a house that the three wise tortoises felt wouldn't work because the top would blow off in a sudden gust of wind. After another year had passed the tortoise built a house with chimneys that could change their color of smoke. The three wise tortoises weren't impressed. He then built a house that was full of light, color, and air. The three wise tortoises weren't impressed.
The tortoise built another house, but the three wise tortoises didn't want to come see it. The tortoise went to the think up on a hill far away. All of a sudden he shouted, "Eureka!" which means "I have found it!"
He measured himself and went to see the three wise tortoises.
They asked what it was and he said "It's my house. From now on all tortoises will carry their houses on their backs." The three wise tortoises loved his idea and within the next few weeks all tortoises had houses on their backs. They realized that they didn't have extra room for friends to come and visit. By the time this design flaw was noticed a million or two years had gone by and it was too late for design changes.

I loved the book. I'm not so sure if I liked the ending. That is why I gave it a 4 star. Plus the illustrations are mediocre.

A cute tale about how the tortoises ended up with their shells. They had a housing problem, you see, and sent off their brightest and best tortoise to learn about architecture to help them solve it. He comes back and tries several attempts before hitting on just the right solution.

Very neat illustrations
