Unmasking Administrative Evil

Although social scientists generally do not discuss "evil" in an academic setting, there is no denying that it has existed in public administration throughout human history. Hundreds of millions of human beings have died as a direct or indirect consequence of state-sponsored violence. The authors argue that administrative evil, or destructiveness, is part of the identity of all modern public administration (as it is part of psychoanalytic study at the individual level). It goes beyond a superficial critique of public administration and lays the groundwork for a more effective and humane profession.

Had to read this for grad school. Good read...glad I had to read it. Discusses the morality of certain actions that lead to horrible events (like the Holocaust).

I've recommended this book to many people working in government or other large organisations. This book shines a light on how things can go wrong in an organisation and how slowly, like boiling a frog, what seems awful from the outside can become benign. Be it being the company whose trains are being used for the Holocaust, to the American Space Race turning a blind eye to the German former Nazi scientists, to the toxic culture that led to the Apollo 13 crashes, and atrocities in Iraq, it suggests that the 'banality of evil' is in fact a slippery slope that anyone could end up in.

দ্বিতীয় বিশ্বযুদ্ধকালীন হলোকাস্ট কেমনে একটি সুচারু এডমিনিস্ট্রেটিভ প্রসেস ছিল, তাই এই বইয়ের শুরুর প্রতিপাদ্য। ইহুদী লিস্ট বানানো থেকে শুরু করে রেল ট্রান্সপোর্ট, কন্সেন্ট্রেশন ক্যাম্প, Ghetto, গ্যাসচেম্বার, এমনকী যুদ্ধ পরবর্তী ডিনাজিফিকেশন এসবের সাথে লেখক প্রশাসনের যোগসূত্র খুঁজেছেন।
ইঞ্জিনিয়ারিং পড়ার সুবাদে এই বইয়ের মেইন আকর্ষণ খুঁজে পাওয়া গেছে ভন ব্রাউন সাগায়। এই ভন ব্রাউনের টিম দ্বিতীয় বিশ্বযুদ্ধে জার্মানির বিখ্যাত V-2 রকেট উৎপাদনের সাথে জড়িত ছিল, যাদেরকে যুদ্ধের পর USA গোপনে রিক্রুট করে এবং এ টিমই বিখ্যাত এপোলো-১১ উৎক্ষেপণকারী রকেট ডেভেলপ করে। এছাড়া ১৯৮৬ সালে স্পেস শাটল চ্যালেঞ্জার ডিজাস্টারের পেছনে লেখক এডমিনিস্ট্রেটিভ প্রক্রিয়াকে দায়ী করেছেন। (প্রসঙ্গত উল্লেখ্য যে চেরনোবিল সিরিজটা যারা দেখেছেন, তারা কিছুটা উপলদ্ধি করতে পারেন এই এডমিনিস্ট্রেটিভ ডিসিশনগুলো কীভাবে খুবই প্রলয়ংকরী হতে পারে)।
এ বিষয়গুলোই বইয়ে চিহ্নিত হয়েছে এডমিনিস্ট্রেটিভ ইভিল হিসেবে। perspective, language, shrewd terminology ইত্যাদি ব্যবহার করে এই ইভিল প্রসেসগুলো জাস্টিফাই করা হয়। এবং এখানে অপরাধী বা দায়ী ব্যক্তিদের দিকে আংগুল তুলা দুরূহ ব্যাপার, কারণ সবগুলোই জটিল পেপারওয়ার্কের মাধ্যমে হালাল করা। হিটলার প্রশাসনেও আইখম্যান, এলবার্ট স্পিয়ার, আর্থার রুডলফ, গোয়েবলস আইরনিক্যালি এরা সবাইই ছিল খুব ইফেক্টিভ, ক্রিয়েটিভ এবং ইনোভেটিভ প্রশাসক। অথচ তাদের বানানো এফিসিয়েন্ট প্রসেসের ব্যবহার হয়েছে জেনোসাইডের কাজে।
তাছাড়া মিলগ্রাম এক্সপেরিমেন্ট, স্টানফোর্ড প্রিজন এক্সপেরিমেন্টের মাধ্যমে দেখানো হয়েছে so called আমজনতা কীভাবে সুযোগ পেলে অত্যাচারী হয়ে উঠে। তাছাড়া এডমিনিস্ট্রেটিভ ইভিল সুযোগ পায় পলিসিমেকারদের অসৎ উদ্দেশ্যের কারণেই। এক্ষেত্রে রাজনৈতিক ব্যক্তিত্ব, পলিসিমেকার এবং এক্টিভ সিটিজেনশিপকে লেখক টোটকা হিসেবে হাজির করেছেন।
অতএব দেখা যাচ্ছে প্রশাসন এমন একটা ফিল্ড যেখানে ভাল-মন্দের সিলভার লাইনিং, গ্রেটার গুড, গ্রে এরিয়ার ডেফিনিশনগুলা জানা থাকা জরুরি।

If Stone and Kingdon were the appetizer and main course mushed together into a somewhat unsavory stew, Adams was definitely the dessert of my public policy graduate class. Sadly, this was the book we spent the least amount of time on too. It was my favorite for the class. This is a book about public policy and when it works against people. Think Nazi Germany, NASA, Abu Ghaib, neoliberalism, etc. and all of the policy decisions that went into and were carried out that hurt a vast number of people to serve the interests of a few. The book explores administrative evil and how it is defined. Subsequent chapters apply the theory to different atrocities. I have a feeling that my professor included it as way to make students aware of some of this history as well as to impart some notion of ethics in their public policy careers. It definitely perked my ears but, again, it's a public policy book.

4.5 stars This book was great! Some cases described in this book include the Holocaust, the torture that happened at Abu Ghraib, and the Flint water crisis. The book does a great job at pointing out how administration can act unethically and how they oftentimes influence those around them, as well as, the general public. I thought this book was an amazing overview about ethics in practice, or the lack thereof. It is certainly one of the best books I've read for my master's degree. Suffice to say I was reading it while also reading the textbook so it may be that I just thought this book was leaps and bounds better than the textbook and therefore that is why it's getting the high rating. 😆
