After graduating from Seikei University, he worked for a number of different advertising production companies and as a freelance copywriter. In 1997, he published his first novel, Ikebukuro West Gate Park, which won the 36th All Yomimono New Mystery Writer's Prize. In 2003, he won the Naoki Prize for 4-Teen.
His novels describe the culture of young people in Japan, particularly young women and otaku without a college education. Many of his works have been adapted for manga and television. As an actor, he made his first appearance in a leading role in the 2006 film Love My Life.
Ishida's pen name, Ishida Ira, was derived by splitting his real family name Ishidaira.

《目白通的獵人》。帥哥在路上攔凡女，誘使女人買下無數價格驚人的保養品。
《流浪漢的遊行》。公園裡的流浪漢將「零工受保證明」抵押借錢，因而陷入高利貸無止境的深淵。
《聖誕老人的緣分》。純情的28歲宅男在風月場所中邂逅「苦命女」，在一片「愛情騙子」的聲浪下依然堅持「拯救」行動。結局超窩心童話。人間有愛。
《Dragon tears——龍淚》。來自中國內陸鄉村的年輕「研修員」，經過激烈競爭後到日本工廠忍受如奴隸般三年的勞動，好換取在家鄉貧苦農民一輩子的收入。千辛萬苦才得到工作機會的女孩為了父親龐大醫藥費決定從時薪300日圓的工廠逃跑，但因為她的失蹤，同梯的249人就會被遣送回國，而仲介公司也會受到三年內不能在仲介勞力的處罰。
本書最精采的是《Dragon tears——龍淚》。情節牽涉的層面極廣：傳統池袋龍蛇雜處的中國幫派、日本幫派和人力仲介公司勢力之間的角力、尋人時效期限的壓力、令人同情的倫理情感，再佐以日本政府「研修生」制度的墨黑暗面、收養和規劃成日本人……。故事的中心主旨一直是假實習之名實則進行勞力剝削的政策，繞著這個主題的故事最終有了兩全其美的結局，但讀著讀著，不禁想到我家一年多來也有位印尼女孩來幫忙照護失智的母親，每個月薪資條上被仲介公司所扣除的費用、借貸等等款項，最後到她手上的數字，常常遠低於我之前的了解。雖說這是法律條文保障下的契約，但每個月遞薪水時，常會想，我這雇主會不會也是剝削她們的幫兇呢？

May 3, 2025散々身を固める感じに描写をしていたのできっと二人がくっつくのだろう、と思っていたら意外な方向で結末を迎えた。今回の巻はどことなくマコトと他の人との関わり合方が違っていたような感じを覚えた。タカシはどことなくマコトに甘い。作者の心持ちがかわったのか、それともただ前巻までの内容を自分が覚えてないのか。後者で無いことを祈りたい。

It's a good collection of detective short stories, the author touches upon a handful of social issues within the 2000s Japanese cities and addresses a handful of problems faced by Japanese youths while the book still manages to be entertaining.
