Very dystopian. The protagonist is sometimes like an everyman and other times quite specific (and unsympathetic). You'll get the most out of it if you are familiar with British 80s cultural references. Mostly it seems to be set in a alternative version of the time when it was written, but there was at least one small futuristic detail that was an accurate prophesy.

Cynical, dark and funny - builds to a nice climax - would make a great screenplay
