Bulgaria in 1963 was a communist country led by a centralized party trying to navigate a multinational Cold War. The state needed money, and it sought prestige. By cultivating a burgeoning computer industry, Bulgaria achieved both but at great cost to the established order. In Balkan Cyberia, Victor Petrov elevates a deeply researched, local story of ambition into an essential history of global innovation, ideological conflict, and exchange.

Granted tremendous freedom by the Politburo and backed by a concerted state secret intelligence effort, a new, privileged class of technical intellectuals and managers rose to prominence in Bulgaria in the 1960s. Plugged in to transnational business and professional networks, they strove to realize the party's radical dreams of utopian automation, and Bulgaria would come to manufacture up to half of the Eastern Bloc's electronics. Yet, as Petrov shows, the export-oriented nature of the industry also led to the disruption of party rule. Technicians, now thinking with and through computers, began to recast the dominant intellectual discourse within a framework of reform, while technocratic managers translated their newfound political clout into economic power that served them well before and after the revolutions of 1989.

Balkan Cyberia reveals the extension of economic and political networks of influence far past the reputed fall of communism, along with the pivotal role small countries played in geopolitical games at the time. Through the prism of the Bulgarian computer industry, the true nature of the socialist international economy, and indeed the links between capitalism and communism, emerge.

Did you know Communist Bulgaria was one of the world's foremost manufacturers and exporters of its own (derivative) computers and other electronic devices? Well, now you do, and this book situates this fact within the burgeoning literature on socialist cybernetics - Eden Medina, Slava Gerovitch, Benjamin Peters' books are all cited and engaged with. But in many ways this seems to have been less an attempt to use computing to organise the cybernetic communist future (as per Spufford's fictionalised account of this stuff in Red Plenty) and more about using it to escape Bulgaria's peripheral status, both historically within the global economy, and at the time within Comecon and the Soviet mini-world-system, putting it all rather closer to the state-capitalist/global-export development strategies of East Asia at the time (the Bulgarian-Japanese love-in is one of the most fascinating threads here). It's brilliant work, with some great tales and some genuine 'omg this changes everything we know!!!' moments. The only flaw for me was an unwillingness to really go in on how much Bulgaria was re-peripheralised after 1989 - Petrov rightly resists ostalgie, but how a country can have built up something like this and then been thrown back into basically its pre-war place in the world is surely just as important a story to tell. Why didn't capitalist Bulgaria become a Balkan Taiwan? Tell us! Otherwise, very recommended.

I loved it. There was a lot that I had no idea about, like the serious minicomputer/mainframe business IZOT had.

Another really important part was how it decided in the early days that there won't be a lot of original research/design, and they'd copy the western machines via whatever way they had (a lot of it was through industrial espionage). This doomed the whole industry to play catch-up...

This is a history book, so for anyone looking for technical details, there aren't any - but the analysis are pretty interesting and relevant.

Technology models solutions, but technocracy complicates practice.

The standard narrative is well-known: Inflexible bureaucracy did well enough building up the basis of industry, but was too slow to compete on the world stage with innovative, high-tech Western capital---certainly to compete *on the West's terms*. Dated tech limped along in the closed Eastern Bloc market due to political repression, and only breaking open the "iron cage (curtain?) of bureaucracy" finally enabled both political & technological progress.

[A June 1989 U.S. intelligence report, “Soviet Bloc Computers: Direct Descendants of Western Technology”], concluded that the region was likely to remain dependent on acquiring Western know-how into the 1990s, compensating for domestic shortcomings, and that in some areas (such as disc peripherals and super mini-computers), they were up to 15 years behind the West. It noted inflexible command economy planning; compartmentalization of knowledge, which restricted access to it; poor research coordination; and bureaucratic disputes, all contributing to the slow implementation of innovations. The report’s 56 pages also listed a comprehensive tally of Western technology copied by the East, such as “many critical parts illegally imported from the West” for Bulgarian PCs that were IBM compatible. No matter how much they succeeded, STI [Scientific-Technical Intelligence] simply had too much to obtain and was finding it increasingly hard to do as the 1980s progressed.


Of course, this leaves out one critical factor, highlighted after a high-profile KGB defection in 1981:

A deception operation of immense proportions was started, feeding the KGB faulty designs and false information, as well as arresting many key players...[trade] restrictions were tightened, especially for dual-use technology. Bulgaria was not much affected by the Vetrov defection, but the country was swept up in the aftereffects and blacklisted as the closest Soviet ally.


Regardless, Petrov shows us how technology was never a panacea. Its blurring of lines across states & blocs, or even within a nation, belies its international potential for mutually supportive networks--but its uneven implementation also carries political consequences.

Bulgaria would be a technological powerhouse of the Eastern Bloc, as by the 80s,
the country would be responsible for 45 percent of the Eastern Bloc’s electronic trade, producing the full gamut of computing technology.


...but if that gives the impression of Bulgaria being a captured market, extracted by the USSR for the benefit of its sphere? Not quite.

This leap only makes sense if we conceive of the Eastern Bloc as a real attempt at an alternative and unified modernity, rather than as a purely imperial-ideological Moscow venture. The industry needs to be approached as both a project and a failure...it created a shared material and mental culture without political unity.

The failure to unify all for a common goal also meant that both state and substate actors could use the vaunted ideas to gain positions in the world.


Yes, there was a cohesive "second world," as:

Post-1968, Comecon was increasingly integrated...The culmination was the 1971 Comprehensive Program for Socialist Economic Integration, enshrining integration into the organization’s guidelines.

...
Electronics and automation were the technological fields that increasingly intertwined Soviet and Bulgarian science and fostered integration on a wide level. If the lens is on technical policy, the Second World was a well-functioning space of shared knowledge and material culture.


But this did not mean *equilibrium*:

Bulgarian industry captured Comecon’s markets. Loyalty and political orthodoxy in the Bulgarian case are often seen as sycophantic or obsequious. If interpreted through the economic and scientific policies of the country, however, they were rational beyond compare. Bulgaria was the small tail that wagged the giant dog.

The satellites could look at the USSR and see a captive market ready to be tapped. If you found a niche in Comecon, your machines would equip enterprises from Berlin to Vladivostok. But that niche had to be new, as it would be suicidal to compete with the GDR in optics or Czechoslovaks in cars, for example. A clever country would find a new sector in which to get a head start, with an eye to the obviously upcoming decisions over the ideas of socialist integration.


Bulgarian industry was able to do this in large part because of indirect channels for back-door access to embargoed technology. Trade and cultural relations with the "Japanese economic miracle", and with Non-aligned India, that gained Bulgaria's national economy its position in Comecon also fostered a class strata: A scientific-technical elite, technocracy, or whatever one calls it.

This strata managed to situate itself in a position to come out ahead amidst liberalizing market reforms and, ultimately, counterrevolution. According to a 1991 investigation by the National Service for Constitutional Defence,

At least $1 billion [was] locked abroad, with only $115 million recovered. This capital transfer...went hand in hand with the transfer of expertise.

But in the high days of the Cold War, meanwhile,

Those who trained entirely within Bulgaria were not truly behind an intellectual Iron Curtain...Socialist professionals often crossed the barrier to conduct business or talks abroad. The international nature of science...was one of the ways that [Scientific-Technical Intelligence] expected technology to be transferred. Bulgarian computer specialists took numerous, in-depth trips abroad for conferences or specializations, as the regime needed them to be at the cutting edge so as to keep its Comecon advantage.


This involved intelligence-gathering, gaining embargoed tech through markets such as Japan & India.

The computer industry was dependent on knowing about and learning from the centers of the information age, which of course lay in the West. The state not only trained thousands of engineers to leapfrog into the computer age but also financed a huge intelligence operation to acquire the items and expertise denied to them by the West’s restrictions placed on this high-value good, which was key to the arms and space race.


But along with this necessarily came an absorption of characteristic aspects of operating in a capitalist world system, and the influence of its methods and metrics for advancement:

The regime was also to allow the Ministry to partner with local firms so as to have local representation in markets it knew nothing about and to learn these local conditions. This radical departure by the electronics industry meant it was the first sector of the economy that was allowed to use its own hard currency income for its own needs...

...Being at the cutting edge of technology meant that the industry was also at the cutting edge of business practices, copying these capitalist models in order to compete with them. The industry thus had pushed for reforms in financing and marketing beyond the Ministry of Foreign Trade’s own plans. As in India, it was trade representatives faced with these local conditions that shouted loudest for American- or Japanese-style market approaches.

Cybernetics & Planning Reform

The 1966 Short Bulgarian Encyclopedia defines cybernetics as:

"the science of connections, governance, and control in the animal and machine.” It highlights the importance of feedback loops (obratna vrŭzka), where a system receives information about the results of its processes and can thus regulate its behavior.


This ties in with discussions and histories of Project Cybersyn (Designing Freedom), OGAS (See Dr. Slava Gerovitch's article: InterNyet: Why the Soviet Union did not build a nationwide
computer network
), and linear programming (The Best Use of Economic Resources).

Setting aside the intricate technocratic debates around cybernetics' implementation, the point is that political-economic & technological barriers at the time gave rise to legitimate palpable tensions with the aforementioned scientific-technical elite...and opportunist manoeuvring by those political elites who saw more to gain from a more marketized, liberalized system.

This wasn't entirely unjustified, as issues of shortages or quality were not to be solved by automation alone:

Amidst ambitious plans for the ESSI (Bulgarian acronym for Unified System of Social Information),

Servicing, provisioning, and related logistical work that resulted in “huge physical and psychological stress” could also be mechanized and automated—the loading tasks in warehouses, but also accounting and stock-checking. Workers in this sector were noted as particularly overworked and were thus rude to or even cheated customers. Automation would reduce the stress on the put-upon service worker, and the infamous socialist service rudeness would be gone. In effect, technology would humanize the person behind the till!


A beautiful dream, to be sure, and testament to the contrast in socialist aims for technology's adoption at work. Yet

the computer’s rationality ran counter to a much bigger problem—the shortage and supply problems of the Bulgarian economy, especially its consumer sector, which was dominated by limited variety and intermittent supply. Even if sugar was running out in the supermarket, what could a manager do if there was none to be found in the supply chain? The computer’s precision required the rest of the network to function perfectly, which it did in the models—but not in reality.


And so advances through world market 'integration' in this sector gave rise to shortfalls due to limits in other (especially consumer) sectors. After all, you need the functional hardware for the optimal operating system.

The question lingering over this is then the role of a political solution to shortages, to technological lag, and to the overall strain on the system of a metric of "catching up" with a West that started the Cold War with huge advantages.

The answer probably centers both improved planning and international cooperation---and yes, political reform so that real-time measures of resources and activities were at the disposal of immediately-interested actors. Whether that could possibly have happened prior to the 1989 overthrow of socialism is an historical question of hypotheticals. How a socialist world could adapt at that scale tomorrow, though, is something only a future socialism (with a much different approach to planning rooted in modern global technology) will tell. Still:

A. Kantorovich's pronouncement in The Best Use of Economic Resources:

There can be no question of consistent balances and a planned utilization of resources in the interests of the national economy in a capitalist system. A socialist system, on the contrary, makes it possible in the process of preparing a plan to find the best agreement between the needs for a given product and its production, which ensures the highest development of productive forces and the maximum satisfaction of the material and cultural needs of the members of a socialist society.

For this reason, further improvement of planning, the transition to a system of optimal planning with valuations of production corresponding to the full national economic costs, should lead to a fuller realization of the advantages of a socialist system and to further increases in the rate of growth of its productive forces.

The unfounded propositions of individual economists from some People’s Democracies regarding “improving” the planning system by allowing elements of spontaneity and competition between factories are due to their underestimating the enormous progress already made in planning and the development of socialist countries and also to their underestimating the great potentialities of further improvements in planning and of the economy that are inherent in socialist methods of production—the most highly developed in the history of mankind."


B. International cooperation:

The Eastern Bloc benefited precisely because it didn’t act like the multinationals. It was offering joint development, training, and reciprocity in deliveries.. Even better, it came at a moment when India was kicking IBM to the curb but was not yet producing its own computers.


...The American computer giant was heavily criticized for the fact that its 1952 entry into India did not result in the introduction of high technology, as it often brought in obsolete equipment that was second-hand, repurposed, and sold at its original prices...[whereas] In 1974, the purchase of a Soviet ES computer for Roorkee University was considered to be justified, because the Soviets were offering a brand new system, with a price that included training and a spare parts package.


Ironically, it was the "free world" that proved more restrictive in its technological sharing than the totalitarian [!] one.


Hopefully, that closes this heavy review with a light glimmer of hope.

I really enjoyed how Petrov used what could have just been a technological history to integrate aspects of society, politics, and economics in the Eastern bloc.

Laughable.Truely laughable....
A proper example of how to waste taxpayers money on irellevant and useless books with obnoxious titles....
