There aren't 54 common topics for Part 1 of the test.
There are 4 common topics for Part 1, but the rest are completely unpredictable.
Telling students this gives a false impression that they can prepare memorised answers.
Many IELTS speaking questions might arise, so memorisation is not a good strategy.
