Universities and colleges of higher education in the UK are subject to ever more rapid change in their functions, resourcing and administration, and this impacts on their libraries and resource centres. The late 20th century saw the introduction of major initiatives such as the Follett Report, convergence, mission statements, University for Industry, lifelong learning, distance learning and franchising, all of which have had their effect on the provision and standard of library services to higher education.
